Article 2 The principles of "responsibility for punishment" and "reward for rewards and punishment" are implemented in safety production. Article 4 The company reserves 1-2% of the company's total salary each year as a safety incentive fund. And the daily deduction of the safety penalties for those who are responsible for accidents in the accident unit will be incorporated into the company's safety reward fund. This reward fund is managed by the company's financial special account and used by the company's project management department for assessment and use in safety promotion and education circles, safety competitions, and rewards for advanced safety units and individuals.
Article 5 The company as a whole carries out annual safety rewards, and provides annual safety production rewards to individuals and units (departments) that have made special contributions to safety work in the past year, and implements recommendations (branch, union) and assessment (administration, safety supervision). Each competent unit (department) then reports to the company excellent production safety deeds. After review by the company's project manager department, the company's safety committee approves the announcement.
Article 6 The company implements hierarchical control and management of safety penalties, that is, the company controls and manages personal fatalities and serious injuries, major machinery, equipment, fires, traffic accidents with primary responsibility and first-level equipment obstacles, and imposes on the power grid, society, General accidents that cause bad effects; the project site (including the maintenance site) controls minor injuries, general equipment obstacles and major attempted accidents, manages general machinery, equipment, fires, and responsible traffic accidents; teams control attempted and recorded accidents. Article 7 Full-time and part-time safety supervisors at all levels shall be loyal to their duties, earnestly perform safety supervision functions, go deep into the production (construction, operation inspection) site, actively do a good job of checking the "double measures" and "violating regulations" safety work records, and earnestly participate Investigation and evaluation activities of safety rewards and punishments, put forward accurate evaluation opinions, and provide relevant record materials.
Chapter 2 Awards
Article 8 The company's safety work management goals were achieved throughout the year, and there were no accidents involving the provincial company's assessment above (including "three workers" accidents), and the company awarded each registered employee a safety goal award of 200 to 300 yuan.
Article 9 If the company completes the annual production safety goal and receives a written commendation in the safety production inspection activities of the provincial company or scores 190 or more in the implementation of the “Four Acceptances” of safety regulations or scores in the safety evaluation of construction enterprises When the score is more than 4500, the company will give a heavy award to the unit and department being inspected (evaluated).
Article 10 Anyone who meets one of the following conditions can be awarded a special contribution to production safety:
1. Adhere to principles, stop illegal operations and illegal commands, and avoid persons and equipment accidents (including a type of obstacles);
2. Careful work, discover and eliminate major accident hidden dangers, and make significant achievements in ensuring the safety of people, power grids and main equipment;
3. Major contributors in accident handling, emergency repair and disaster relief;
4. Realizing safety technology innovation projects have important contributors to safety production;
5. Serious investigation and research, relying on the masses to detect in a timely manner major cases of significant external force damage to power facilities;
6. In leading and organizing the safety production of the unit and department, they have effective measures, good guidance, and those who have achieved significant results in the use of safety production;
7. Expose the concealed actors;
8. Make other special contributors to production safety.
(1) The amount of special contribution awards below 1,000 yuan shall be reviewed by the director of the company's engineering technology department;
(2) 1,000-1500 yuan is approved by the company's deputy general manager (chief engineer) in charge of production;

Article 11 The company convenes a safety production commendation conference for the first year to give honors and material rewards to individuals in the commendable units (departments).
Chapter III Penalties for Accidents
Article 12 Each unit affiliated to the company shall, according to the project site under its jurisdiction, the construction team (team) have minor injuries (including occupational diseases, occupational poisoning), general accidents (including minor traffic accidents), attempted accidents, general obstacles, etc. The principle of “passing” is to organize an accident analysis, put forward suggestions for handling the accident responsibility and prevent accidents from being reported to the company. In principle, the company does not make repeated penalties, and conducts education in the form of safety notification with the Ministry of Engineering and Technology. If it is not analyzed or concealed without verification, the company will impose additional penalties on its safety first responsible person and responsible safety officer.
Article 13: Units, project sites, and teams that do not carry out safety activities on time; activities have no records, and the records are not true; sub-projects have no safe construction technical measures or there are measures that are not submitted before construction (technical delivery must be supported by evidence) , Both parties shall sign); the construction staff did not follow the measures or change the measures without authorization, the construction safety supervision staff did not deal with the violations and found once, and imposed a fine of 200 yuan or more on the responsible person.
Article 14 Persons in charge of administration and technology at various levels who direct production in violation of safety regulations shall be fined more than 500 yuan upon discovery.
Article 15 For general accidents, recorded accidents and attempted accidents, each person / time shall be fined 200 yuan or more, and ordered to be laid off, receive safety education, and only pass the examination after passing the examination.
Article 16 Accidents (including obstacles) must be reported to the company's project manager department in a timely manner, especially for obstacles such as major, major accidents and serious personal injuries, which must be reported to the company's leadership or the engineering department in the fastest way within 24 hours. The company's engineering department shall report to the local government and superior authorities in a timely manner in accordance with the accident investigation procedures, conduct accident investigation and accident treatment in a timely manner, and the accident responsible unit (department) shall do a good job of maintaining the accident scene (including on-site graphics and photos) and concealing the accident. The truth, those who obstruct the investigation of the accident or fail to report according to the regulations, double the punishment according to the circumstances, and bear the cost of the accident.
Article 17 The principles for dealing with persons responsible for an accident are:
1. Adhere to the principle of taking facts as the basis and laws and regulations as the criterion;
2. The principle of coexistence. Depending on the circumstances, the company may, according to the circumstances, separately or simultaneously provide economic punishment, and report the punishment of the competent department of the comprehensive department and the company.
3. The principle of dealing with responsibility and loss. The company shall give economic punishment and administrative sanctions according to the severity of the parties' liability in the accident and the magnitude of the loss and impact.
4. Repeated offenses must be given priority. The implementation rules of the company's relevant provisions on "dismissing employees in violation of regulations" are resolutely implemented for trial violations and discipline violations. Within one year, serious violations of regulations and violations of regulations will be increased by 3 months each time from the second time. fine. Serious and habitual violations of laws and disciplines have resulted in severe and strict handling of those responsible;
5. The principle of layering. The economic punishment of the responsible person shall be carried out by the company in accordance with the regulations. The administrative punishment of the responsible person shall be handled by the company leader in the case of the accident; the middle-level leader of the company responsible for the accident shall be handled by the company's party and government; other accidents Responsibilities are handled by the units and departments, supervised by the company's engineering department.
Article 18 The unit (department) responsible for the accident has suffered two personal deaths within one year or in the same project. The unit (department) shall resign due to the administrative position, and shall be removed from office. The company had two fatal accidents in one year. The executive positions and related deputy positions had to be accepted by the provincial company until the punishment was withdrawn.
Article 19 In the event of a quality accident during maintenance and repair, punishment shall be made in accordance with the mechanical and equipment accident in the second paragraph of the "Accountability Penalty Table for Accidents" in the attached table. As a result, major equipment, major equipment damage and personal deaths will be subject to the highest amount of the same period except for the accident statistics. Punishment.
Section 1 Penalties for personal accidents

Article 23 In the event of a personal fatal accident, the construction team leader (deputy team leader) of the project shall be removed from office. Article 28 In the event of serious damage to machinery and equipment and direct economic losses of more than 5,000 yuan but less than 50,000 yuan (excluding 50,000 yuan), the main and directly responsible persons for the accident will be fined 4% of the direct direct loss.
Article 29 The person responsible for a mechanical equipment accident with a direct economic loss of less than 5,000 yuan shall be fined 800 yuan.
Article 30 In the event of a traffic accident, the company will also punish the driver of the accident and the department in addition to the penalties such as suspension of the driver's license and the revocation of the driver's license in accordance with the Measures for Handling Road Traffic Accidents.

Article 34 For any traffic accident with a direct economic loss of 1,000-10,000 yuan (excluding 10,000 yuan), the person responsible for the accident shall be fined 10% -12% of the direct economic loss according to the magnitude of the liability, but shall not be less than 300 yuan.
Article 35 Any traffic accident with a direct economic loss of less than 1,000 yuan (excluding 1,000 yuan) shall be fined 150-300 yuan for the person responsible for the accident according to the magnitude of the responsibility.
Article 36 In the case of a traffic accident that is mainly responsible for non-production, a fine of 2,000 yuan will be imposed on the principal responsible person for each death, a 30,000 yuan penalty will be imposed on the unit responsible for the accident, and a 10,000 fine for each outsider who dies.
Article 37 Each vehicle-using department must strengthen vehicle prevention management, equip it with necessary anti-theft devices, and lose cars due to driver's misconduct due to off-duty duty while on duty. In the case of traffic accidents and car accidents, all responsibilities and costs are borne by the responsible driver, and the damages are fully compensated.

Article 41 For other fire accidents, the person responsible for the accident shall be fined 5% of the direct economic loss, but the fine shall not be less than 500 yuan.
Article 42 When signing a contract, a subcontracting unit must pay a security risk deposit of 20,000 to 50,000 yuan.
Article 43 The subcontracting unit carefully carries out safe construction management during construction, fully accepts the company's project manager department (site) and the owner (supervision) in the supervision of safe construction, and carefully rectifies the existing unsafe phenomena. In the event of any accident, except for the full return to the security deposit, a reward of 15% of the risk deposit will be awarded.
Article 44. In the event of a fatal accident occurring within the scope of contractual responsibility of the subcontracting unit, in addition to taking full responsibility for the accident in accordance with the contract, the issuer will impose the following fines:
1. Severely injured one person: 50% of the security risk deposit is deducted and an additional fine of 10,000 yuan is imposed;
2. One person who died: 100% of the security risk deposit and a fine of 20,000 yuan;
3. A major accident occurs: 100% of the security risk deposit is deducted and an additional fine of 50,000 to 100,000 yuan;
4. Machinery and equipment damage accidents and fire accidents occur; in addition to the penalty of all risk deposits, a 20% penalty for direct economic losses of the accident will be added.
Article 45 The construction personnel of the subcontracting engineering team that caused the accident must be dismissed regardless of the amount of responsibility and loss.
Chapter IV Supplementary Provisions
Article 46 The contractor's accident report and record will be used as its safety qualification file and notified to the relevant departments.
Article 47 The companies referred to in these regulations include project managers, construction teams, and various departments.
Article 48 The qualitative accidents and division of responsibility for accidents according to these regulations shall be implemented in accordance with the "Procedures for the Investigation of Construction Accidents" of the former Ministry of Electric Power and the "Regulations on Construction Safety, Health, and Environmental Management Work" of Guodian Corporation.
